Asset-Backed Lending Against Beverly Hills Collateral

A separate city, a different tax frame

Measure ULA, the Los Angeles transfer tax, applies to real estate located within the City of Los Angeles and does not include incorporated cities such as Beverly Hills or Santa Monica. As enacted, ULA charged 4% on sales over $5 million but under $10 million, and 5.5% on sales of $10 million or more; as of July 1, 2025 those thresholds were raised to $5.3 million and $10.6 million. The tax falls on the full sale price, not the amount above the threshold. Beverly Hills, as a separate incorporated city, is exempt.

For an owner weighing whether to sell an asset or borrow against it, that difference is concrete: a disposition across the city line can carry a large in-city transfer cost, while a collateral loan against the same asset does not trigger a sale at all. The value that sits behind the collateral

Beverly Hills real estate anchors some of the largest single-asset figures in the country. In June 2025, an estate at 71 Beverly Park sold for $63.1 million to Paris Hilton and Carter Reum, a home once owned by Mark Wahlberg and the most expensive US home sale that month per Redfin. As of December 2025, 1261 Angelo Dr was listed at $175,000,000, spanning 16 bedrooms and 50,000 square feet on a 6-acre lot, or $3,500 per square foot.

Even the ordinary end of the market runs high. The average home value in Beverly Hills is $3,686,749, up 6.3% over the past year, per Zillow data through June 30, 2026. The 90210 ZIP code has ranked for years among the most expensive in the United States, so the entry point sits well above the regional norm. Median household income in 2024 was $134,058, about 25.3% above the statewide median of $100,149, with per-capita income of $113,837, more than double the California figure of $49,513.

Rodeo Drive and pledgeable goods

Stretching just three blocks between Santa Monica Boulevard and Wilshire Boulevard, Rodeo Drive holds a collection of over a hundred high-end labels. The Rodeo Collection, opened in 1980 at 421 North Rodeo Drive, is a 70,000-square-foot retail and office complex housing over 45 luxury boutiques. How California caps the numbers

Collateral lending in California is rate-capped by statute. Under California Financial Code Section 21200, no pawnbroker shall charge or receive compensation at a rate exceeding three percent per month on the unpaid principal balance of any loan. That provision was amended by Stats. 2015, Ch. 245, Sec. 1 (SB 285), effective January 1, 2016.

The same chapter caps setup costs: a loan setup fee not to exceed five dollars or 2 percent, whichever is greater, may be charged for each loan, and the maximum loan setup fee shall not exceed ten dollars. Knowing these ceilings lets a borrower read any term sheet against the law before signing.
